I mainly work in 2012 I'm trying to number a repeated section with numbers for both passes 9/17 etc
I can't seem to figure that out

Measure numbers in repeats

Use 2 or 3 measure regions (Measure tool, Edit Measure Regions) :
1) from measure one to the last measure of the repeat, starting numbering from 1.
2) from the first measure of the repeat to the last, starting numbering at 9.
The need of a / can be met adding a suffix / to the second region.
But after the repeat, you will need to create a third region without the slash.
If you want to limit yourself to 2 regions, add the slash as an expression and extend the range of the second region beyond the repeat.

Thank you I'll try that. I figured out that Finale counts the PU bar as a measure.....I manged to get the region to work but couldn't understand why it off by "1"
