The problem is simple: this file has been maxed out. Finale has a limit as to the amount of entries allowed, and you've reached the limit.

I think you have reached the maximum numbers of entries. Break it into two scores, each with only half the instruments, and you can go on. And on. And on.

Thank you very much! I thought I'd read in other discussions that there wasn't a limit to the size or measure numbers of a file. It's invaluable to have the veteran help that this forum provides.
