Finale files exported as XML will not open in MuseScore 2.1 or Sibelius 7.5. Haven't tested Dorico or any Sibelius 8 yet.
This includes any and all XML versions back to version 1. Finale 25.5 will open XML files created in 25.5.

Is anybody else on High Sierra 10.13.3 reporting this? Perhaps the default export settings are not correct?

Clients in a panic...

Issue solved.

Be aware apps including current MuseScore and middle aged Sibelius 7.5 do no seem to support the MusicXML format but do support the uncompressed XML format. Be certain to select "XML" from the Format pulldown menu, and not "MusicXML." Filenames ending with .xml will open. Finale 25.5 defaults to "MusicXML" which will not open.

You may have to alter your XML Preferences under File > Export > MusicXML Preferences

This info is kinda-sorta mentioned in the Finale User Manual. However, you probably don't know which version of which app your clients are using. Panic ensues on their end. .XML files do not work as well as the latest MusicMXL, but that's an issue for your clients insisting on MuseScore or older Sibelius.

That it is.

Finale 25.4 and later supports MusicXML 3.1, a major upgrade released last June and that's what you were trying to use. Exporting as .xml is best for backwards compatibility.

Although 3.1 functionality can be added to Finale 2009–2014.5 by downloading the Dolet 7 plugin, Dolet 6 is the latest for Sibelius 5.1–7.5 and supports MusicXML 3.0.

MuseScore 2 supports whatever .xml calls have been integrated—same with Sibelius 8.

Make sure that MuseScore users update to the latest version of MuseScore 2. Its .xml support is much better than previous versions. Otherwise, MuseScore is free and worth every cent, IMO.
