Cue notes with numbers and double clefs

Hello everybody.
I have a question about adding cue notes. I need to number measures with cue notes as a continuation of numbering multimeasures rests (I think attached picture will help to understand what I mean). Of course I know how to do it with text expressions, but is it possible to do this automatically?
Second problem - first clef in each staff always should be native staff clef (e.g. treble clef for flute), and after this native clef should be placed smaller clef native for instrument playing in cue (measure 89 in example). I know how to fix this with articulation or expression, but can't do this with clef tool.
I use Finale 2014,5 and 25,5 with full TGTools (Windows 7)

Both good questions. For the first, I think you need to add the numbers (17-18-19) as expressions. JW Pattern can help with that, though it would be good if he would add an option to start numbering at something other than one. As it is, you would have to run it on all 19 measures, then delete the first 16. It might be easier to apply them manually. See below for a suggestion of the category.
I would like to know the answer to the second question myself. Someone may suggest tiny empty measures, but that's not such a good solution with parts.

The only way I know of for the second one is a hidden rest before the first note. You then place the clef between he rest and the first note.

The Rehearsal Marks Category works fine if we are not talking about a linked part. That category is designed to use a Score List, and that might not work well if you need other marks that apply to all the parts. The workaround would be to duplicate the category and then create a new Score List for just that part. I think creating a category for numbered measures and then using Jari's plugin would be a better solution when there is a linked part. Just suggesting.

Unfortunately, Finale doesn't work that way. There is a special structure to the way those are set up. When moving it to the Misc. category, it removes the sequencing functionality. Duplicating the Rehearsal Marks Category, and then setting it up for measure numbers there is the only option. If you don't have a need for all 8 Score lists, you can use one there that only applies the numbers to a single staff. Otherwise, plan B will be needed.

After testing I choose JW Pattern. It's faster and we can use this with linked parts . Thx, Motet
