In a 2014 thread on the old Finale Forum the question of reordering staves on a system by system basis came up. I don't think it's possible to do this with the current version, but thought I'd check to see if anyone knows if this can be done.
I'm interesting in keeping Piccolo on top, but when the picc switches to Flute 3, moving that system below Flutes 1 and 2.

I guess you could have separate Piccolo and Flute 3 staves and include both in the part, but it would take some fooling around to ensure that both staves never appear at the same time in the part (such as when the switch is made mid-system). Or, have both Piccolo and Flute 3 on the same staff as usual for the part and copy Piccolo to a special piccolo staff that's used only in the score, hiding the Flute 3 staff when Piccolo appears. Neither are great solutions.

why not simply make two staves, one above for piccolo and one below for flute 3?

If it's possible to combine Flute 2 & 3, I'd do that; have a separate stave for Picc at the top, hide it when not in use.
For the Flute 3/Picc part, add a stave in the score below Fl 2/3. Copy in the Picc and Fl 3 parts to this stave. Hide the stave in the score and use it only for the part.
