I need to change the names of the VSTs loaded into old .mus finale files.
Ideally I would like to edit the file with a text editor.
How do I do this without manually re-adding all the VST sounds and settings?

I don't quite understand what you're asking, but if you mean "How do I change the VSTs and samples assigned to each staff, to something else?":

You can only do this automatically if there is a "Soundmap" for the specific library; and these aren't widely provided by many libraries and players. Then you can set your chosen library to be top of the "priority" list, and then Reassign Playback Sounds.

The exceptions are Noteperformer, and the various Garritan libraries. I believe Vienna Symphonic Libraries does provide some degree of support for Finale, too.
