How could I transpose tonality for the clarinetist who plays a Clarinet in Bb?

I appreciate your help

It is already properly transposed but you have "Display in Concert Pitch" selected. Un-check that to see the transposition.

I probably don't understand the wording of the question very well, but... In your example, Clarinet is written in C.
There are several variations. The simplest one is to go to Score manager (ctrl+k) and select the desired tuning in the bottom right hand side under Transposition: in Bb or in A if necessary. Even easier is to click on Clarinet in the "Instrument" column and select the desired instrument type from the drop-down menu woodwinds.

Yes, in this particular example it is definitely a Concert pitch problem.
