Okay, dumb question. Can I make Finale 2010 remember window states? If so, how?
I mean between sessions - after loading from scratch.
window states

Tom,
Not quite sure what you're asking. To remember tool bar arrangement, File>Save Preferences.
If you want to remember "page 3, m. 21, view percentage 800%, using lyric tool", I don't think so. But I would love it if someone would tell me I'm wrong!

Like miker, I would recommend "Save preferences", to save the position of palettes, the size of the global Finale window, etc...
Another thing that can sometimes make you save time, is defining bookmarks (a bookmark remembers page, size, page/scroll view). If you have created such a bookmark in a document, it becomes available in the Finale menus.
I wish (feature request ?) we could open a file with a specific bookmark loaded, ready to work (like we can choose between page or scroll view in new->program options).
