Dragging Individual Systems without Moving Other Systems?

I'm going to hit myself if there's a way to do this, but is there a way to drag or nudge a system without moving the others on a page? When I use the Page Layout Tool to drag systems, everything below the system I'm moving moves as well. When I use Allow Individual Staff Spacing and the Staff Tool, the same thing happens. Why is it done this way? It's extremely frustrating not to be able to move one system independently of the others.

Hold the CTRL key as you move the system.

It's ALT (option) on the Mac. (For me, at least.)

The same is true for Staves with the Staff Tool, as well as Systems with Page Layout Tool.
