When you have a short note value in one layer and a long note value in another layer that coincide, the short value's "MIDI Off" signal will turn the long note off.
Imagine if you will, a quarter note and a half note unison.
Both notes send a "MIDI On" message to whatever playback device you are using.
Now, the quarter note ends and sends its "MIDI Off" instruction.
How does the playback device know whether it should accept that "Note Off" information, or ignore it and continue sounding the longer note value that is overlapping?
From my experience, the only way to deal with this sort of thing is to have both a playback and a printing file.
In the playback file I would simply remove any unisons.
Imagine if you will, a quarter note and a half note unison.

Sounds logical but look at measure 2. The tied dotted 1/4 note C# in the 2nd Voice does not sound. Yes. You had some of the notes muted. I unmuted them. I found this information by going into the Speedy Edit Frame. When in Layer 2, I scrolled through the notes and found the Playback button unchecked. By checking it, playback was restored.
By the way, your question asked about Voice 2, but this is actually Layer 2. Voices are a different matter.

When in Speedy Entry, and in Layer 2, option-click the measure needing editing. You need to click next to scroll through the notes to get to the ones for which Playback is unchecked.
