With the Piano I have always this issue.
I'd like Left Hand to sound less hard when there are chords.
I do as follows:
Midi tool/Edit key velocities/Set to...
When I playback with Playback controls I don't hear any difference at all.
But when I playback with SPACEBAR+click for a spesific measure I hear the correct key velocity, that is, the one I wrote.
Is there a way to hear the changes in key velocities using Playback controls?

Have you tried entering two single-staff blank instruments, then loading piano for each staff in score manager, but then making sure they have different channels? If they have the same channel, they will of course sound the same.
You could still make each single staff part of your piano "group" using your staff tool and bracketing the staves as usual. Then test each staff to make sure you get individual playback of dynamics.

If one simply wants to have Human Playback respond to custom MIDI Key Velocities, one must go into the MIDI settings in HP preferences, and make sure the option to incorporate this data is chosen in the list of playback options.

The setting should apply to all files. It is a program setting. The only time I would attach the settings to a file is if you was going to send the file to someone else, and I wanted to make sure the setting goes with the file, so playback is not dependent on the receiver's preferences.
