You need to remove all data that could affect tempo, including hidden expressions or markings.
Using Mass Edit, select the entire staff. Under the Mass Edit drop down menu select Clear Items>Only Selected Items>Measures. Select Continuous Data and Tempo Changes. Click OK. Then go back to the Clear Items dialogue box and select Entries. Select Performance Data. Click OK.
This should clear out all data regulating tempo. You should be able to specify your tempo in the box on the Playback controls, or create a tempo marking with your desired tempo.
