Please, someone advise me as to how to create unmetered measures. I am using Finale 2014, Windows

Welcome to the forum!

Unmetered measures are possible in Finale, but only via a “cheat”.

You can e. g. make each system one (big) measure, and hide the time signature.

In order to give you the best possible help we need a little more info from you.
The better we understand your project, the better we can help.

What sort of “unmetered measures” are you working on? - Plainchant perhaps?

What are the precise needs?

I am writing an opera. I finally figured out how to 'cheat' unmetered measures,(recititives,...) but know that I want meters to be shown on this new part, (same piece), the time signature shows globally. Therefore, all of the cheating that I did with the time signature hiding shows up. Is there a way to UNGLOBALIZE hiding?

We need more info.

Is the “unglobalize hiding” vertical (show time signature in one particular measure, in all staves)?
“Vertical” is done with the Measure Tool - double-click the measure.
In the Measure Attributes there is an option to hide/show time signature for that particular measure.

Or is the “unglobalize hiding” horizontal (show time signatures in one particular staff, in all measures)?
“Horizontal” is done with the Staff Tool - double-click the staff.
In the Staff Attributes there is an option to hide/show time signatures for that particular staff.

You can also use a custom staff style.
You do know about staff styles, and how to create/use staff styles, right?
