Difference between "Technical Issues" and "General Help"

Just a query for the folks who have been members longer than I:

What is the main difference between the two main topic groups on this forum? I don't readily see how one is distinct from the other.

As Far as I Know, there are no clear definitions of ‘Technical Issues’ and ‘General Help’, sorry.

In the category ‘Technical Issues’ the typical questions are about (very) technical issues “under the hood”, often hardware issues - with printers, scanners &c.
The topic ‘Is the 32.767 active frames limit solved in Finale 64bit?’ was posted in the ‘General Help’ forum, but it could certainly have been posted in the ‘Technical Issues’ forum (since the question is about 64bit).

In the category ‘General Help’ the typical questions are about, what to do in Finale - to achieve a specific layout or playback.
Such questions can often be answered via the Finale manual.
However, many Finale users can not find their answers in the manual, e. g. because they are not familiar with “Finale-speak” - hence they do not know, what terms to search for in the manual.
Also, many Finale users do not have English as their first language.
