how to move left or right music notes

That feature doesn't exist for Finale. You could make a feature request here:

Like miker suggested, you can select a measure and drag it, even a partial measure. Not like Sibelius, but it is a similar technique.

Swapping two measures is fairly easy in Finale:
- Select the first measure, copy with Ctrl-C
- Select the second measure and drag it onto the first
- The second measure should still be selected--paste with Ctrl-V.

I was able to get this to work in the more general case. Below, I've slid the three notes A-G-F to the right one quarter note using copy, drag, paste as above. Not quite as easy as Sibelius, but how often do you really need to do this?

I never said it couldn’t be done; just that the Sibelius ability looked like it would be useful. Shifting notes right or left is a question that comes up here, fairly often.

I wasn't questioning your answer, just showing how to do it. But as I say, it's not terribly difficult to do in Finale, so personally I would put it way, way down on the list of things that need doing.

Shifting notes around like Sibelius or inserting notes and having everything move to the right as in Dorico Insert Mode are things that might be useful for those who use a computer to sketch. I don't, so I didn't get the usefulness of it either until someone pointed it out to me.
