Fermatas over rests

Fermatas are an articulation and I don't see a way to add an articulation over a rest. So I add a note, put in a fermata, then change the note to a rest. Problem is when let's say there is a 2/4 bar, you can't enter any note larger than a half note. Then when changing a half note to a rest, is shows as a half rest. I want the fermata over the entire bar so I need to the rest has to show as a whole rest. Can't seem to do this. Is there a way?

You can also use the Maestro Font to add the whole rest as an expression after hiding the half note rest. That way, the fermata can be over a whole note rest.

Whole note rest is entered with ALT + 0183
