Message:
1. Add the staves you need to the entire document. This will give you a lot of empty measures in some of the staves, but don't worry.
2. Enter all the music.
3. Use Mass Mover Tool to control how many measures you want in each system. Lock systems.
4. Use the Page Layout Tool to Optimize Staff Systems. And you' got what you want.

It is important that you enter all the music before optimizing. If you from Scroll View enter music in empty staff systems after the optimization, this music will only be visible in Scroll View, not in Page View. You can remove optimization again in case you discover that you forgot to enter some music.
