When I've had to do this, I have used the Measure tool (not really sure why Di doesn't like it...). It's a bit complex to put in a post but try this:

Select the measure with the Measure tool
In Measure/Edit Measure Attributes, check the "Allow Horizontal Split Points" box. Click OK
You'll see a new handle on the lower part of the RHS barline - click on it
A new strip appears above the measure. Double click in this strip where you want the split to occur (best to have written your music first)
Now click Mass mover and select the measure
Press the down key and the measure will be split with the second part of the measure goingto the line below

OK, it's not elegant but it works... :o)

The help files in F2002A have been beefed up considerably and it explain it quite well (albeit in Coda's strange technical English)
