I don't know how much Allegro and PrintMusic! can do. Here is how to do it in Finale:

1. File menu > New > Document Without Libraries
A new document containing 1 measure appears.

2. Measure Tool.
Measure menu > Add...
Type 7 in the "How many measures?" dialog box. Click OK.
Now there are 8 measures.

3. Mass Mover Tool.
Edit menu > Select All
All 8 measures get highlighted.

4. Mass Mover menu > Fit Music...
The Fit Music dialog box appears.
Finale by default suggest 4 measure per system. Click OK.

5. Page Layout Tool. Drag-select the first system by dragging from a point left of the system to a point up and to the right across the system's handle.

6. Page Layout menu > Systems > Edit Margins...
The Edit System Margins dialog box appears.
Set the Left indent to zero. Click the button "Apply". Click the button "Close".
Now the first system is no longer indented.

7. Staff Tool. Double-click the staff. The Staff Attributes dialog box appears.
Deselect "Display Rests in Empty Measures".
You might also want to deselect "Time Signatures".

8. Edit menu > Update Layout
Now the document should look the way you wanted. Save it as a template.
