I think there are many ways to do this.
-The first one is to use different voices for each of the different parts.
In put the hi-hat in voice one (the normal voice if you just enter notes.) Then put the bass in voice two. To get to voice two, select it from the bottom left of your screen. All the stems in voice two and four will freeze down as long as there are notes in one of the other voices, voice one and three will freeze up. So you can use up to the four different voices to stack each part of your drum line.

-Another way you can do this is to use the percussion map.
(This way is more new to me so I may not know it as well, and I don't have Finale on this computer.) You need to go to the staff tool and under staff atrubutes, or staff styles (how ever you are defining your percusion staff). Select the percusion staff. (from the pull down menu at the top of the window.) At the bottom of the window should be a way to define the type of percussion staff that you are using. When you define the notes heads for each of your instruments, then you can define only the up note head or the down note head.
OK I just realized that I don't really know what I am talking about with this method. You can fool around with it, or just try a different method.

-Yet another way is rather painstaking, but you can freeze each note by using speedy entry.
Select the speedy entry tool and select the first measure. Position your cursor over the desired note. Now I beleive the quick key is L. Hit L and the stem will flip. Hit L to flip it again. Once you have pressed L on a note, that stem will freeze in that position. You can use the arrow keys to get to the next note and press L again. As I said, very time consuming.

And one final way that I also cannot garentee. I think that you should be able to select a region of music with the mass mover and under the edit menu there might be a way to freeze stems one way or the other. I have never done it this way before, but I think this might be an option somewhere.

I don't know if my rambleing has help or if I have confused you even more. (It is hard to know by a short message how much of Finale a person knows.) If I can clarify anything just e-mail me or post another question.
