Let me add that layer-cycling with Shift-UpArrow or Shift-DoenArrow is only possible in the Speedy Entry rectangle.From within any tool you can go to a specific layer by holding down Option-Command (Mac) and hitting the number key for that layer, e. g. Optio-Command-2 will switch to Layer 2.
I, too, can't tell the Windows equivalent for the latter. But take a look at your document window. In the bottom of the window there is a pop up menu with the layers. I think that you can see the keyboard equivalents in that menu.
