You can just as well have the rests in Layer 1. It doesn't make any difference.

When you open a Finale document, Finale always switches to Layer 1, no matter in what layer you were before. Therefore it becomes natural to enter the notes in Layer 1. And if you later open the document again to correct a note, it is nice if the note is in Layer 1.

When I suggested putting the chord chart chords in Layer 2, I was considering the possibility that the user had already entered notes in Layer 1.
