I believe that this is a printer problem, not a Finale problem. The Print dialog box lists several options which vary depending on your printer.
I suggest that you study the printer's manual, and its dialog boxes and pop up menus. You might find an option that solves your problem, like "tiling pages" or "multiple pages per sheet".
In case your printer doesn't have the option of putting two pages on top of each other, you could try a workaround:
1. Make a copy of your Finale document.
2. In the copy, make separate layouts for right pages and left pages (yes, Finale can do that!), putting right pages on the upper half of an 8.5" x 11" portrait page, and left pages on the lower half of an 8.5" x 11" portrait page.
3. Print all the right pages. Put the printed sheets back into the printer, and print all the left pages on the same sheets.
