You can't transpose both the notes and the chord symbols at the same time, unless you change the key signature.

To transpose without changing the key signature you have to transpose in two steps: one step for the notes, and one step for the chord symbols. Both steps are executed with the Mass Mover Tool.

To transpose the notes:
1. Select the region.
2. Mass Mover menu > Transpose...

To transpose the chord symbols:
1. Select the region.
2. Mass Mover menu > Change > Chord Assignments...
3. In the Change Chord Assignments dialog box, click the button "Transpose..."
