Randy,

I can suggest two workarounds:

1. Add an extra, invisible staff (= no staff lines, no barlines &c.), and attach the chord to that staff.

2. Create the chord symbol with another tool than the Chord Tool, like the Text Tool (a measure assigned text block) or the Expression Tool (a measure expression).
