Unfortunately you can't resize chord symbols with the Resize Tool. So the only way is changing the fonts used for chord symbols:

1. Options menu - Select Default Fonts...
The Select Default Fonts dialog box appears.

2. In the Chord pop up menu, select "Symbol", and click the button "Set Font...".
In the Type Style dialog box, select a size for the chord root, and click OK.

3. In the Chord pop up menu, select "Suffix", and click the button "Set Font...".
In the Type Style dialog box, select a size for the chord suffix, and click OK.

4. In the Chord pop up menu, select "Alteration", and click the button "Set Font...".
In the Type Style dialog box, select a size for the chord alteration, and click OK.

Step 3 will set the default font for all chord suffixes you create from now on. But existing, already created, chord suffixes wil not be altered. You can edit existing chord suffixes in the Chord Suffix Editor dialog box.
