You don't tell whether you want the 16ths to be flagged or to be beamed together.
To get flagged 16ths:
1. Separate the 16ths so that they are all flagged. You can separate beamed notes with the / key (in Speedy Entry Tool).
2. Switch to Special Tools Tool. Reverse the stem direction of every other note with the Stem Direction Tool.
To get beamed 16ths:
There are two ways of doing this.
A. The "Double Stem" method:
1. Switch to Special Tools Tool, and click the Double/Split Stem Tool.
2. Click the outer handle for each note that you want to have reverse stemming.
3. To get rid of the beams where you don't want them:
a) Click the Beam Extension Tool.
b) Double-click the handle where you want to shorten the beam.
c) Select both "8th" and "16th". Click OK.
d) Shorten the beams by nudging with the LeftArrow key.
4. To get rid of the stems where you don't want them:
a) Click the Beam Stem Adjust Tool.
b) Click the handle on the stem you want to get rid of.
c) Use the arrow keys to move the stem inside the notehead and to shorten the stem with 21 points (or whatever stem length you have set in the Music Options dialog box).
B. The "Two layers" method:
1. Enter the notes in both Layer 1 and Layer 2. Replace every other note with a rest, and hide the rest with the letter "O" key (in Speedy Entry Tool).
2. To join the secondary beams:
a) Switch to Special Tools Tool, and click the Beam Extension Tool.
b) Double-click the handle where you want to extend the secondary beam.
c) Select "16th" and DESELECT "8th". Click OK.
d) Extend the beam by nudging with an arrow key.
I personally prefer method B. But judge for yourself.
Note that, once you in the first measure have created the layout you want, you can use the Mass Mover Tool to copy the layout to the other measures:
