Use the Clef tool or the Staff tool depending on your needs.

If it is a temporary change, select the Clef tool (looks like a bass clef), and click in the measure where you want the change to take place. The dialogue box will present several options that are self explanatory.

If the change is for an entire piece, it's better to change the clef for the entire staff through the Staff tool (looks like a treble clef). Select the Staff tool, double click the staff, then select your clef by clicking on the "First Staff" button and following the options.
