Joe,

you have several options:
(1) insert a measure, make its barline a double barline and set
its width to 0 units. Afterwards it's necessary to correct the
other measure's numbers

(2) create a shape with the barline you want. You may insert it
as a staff / score expression, an articulation or a bitmap.

(3) use a smart shape. As I don't own F2k yet (isn't released in
germany up to now) I don't know anything about the special
smart shape features like modifying existing ones or creating new.
It is possible with the old smart shapes from F98 (two single lines,
e.g.) but there might be easier ways in F2k.
