Finale is an advanced application that can solve (almost) any music notation problem you throw at it. Therefore it has a lot of menus and dialog boxes. I wouldn't say that Finale is especially difficult to learn, considering that any application with that many options takes a lot of time to learn. Personally I think that the manuals for Finale are very well written. I have been using Finale for 4 years now, and I haven't yet called Coda Music's Tech Support. But do you really need all the features of a top professional engraver application like Finale? Take a look a Coda Music's website:

If I were you I would begin with a smaller application like Coda Music's PrintMusic. It is much more limited than Finale. But, on the other hand, it costs much less, and it might have just the features you need. If you find out that you want more features than PrintMusic can offer you haven't wasted your money, since you can get an upgrade offer for upgrading to a larger application like Finale Allegro. And you haven't wasted your time either, since you can transfer many of the methods you have learned for PrintMusic.

If even Finale Allegro isn't enough, you should consider Finale or its competitor, Sibelius.
