There probably isn't an "absolutely best" book on orchestration. I've read the Rimsky-Korsakoff and the Walter Piston books, and they are fascinating perspectives, well worth a read, but the one I USE most often for reference, because it is concise, efficient, and easy to look things up in, is the THE TECHNIQUE OF ORCHESTRATION by Kent Wheeler Kennan (Prentice-Hall).
