Sorry Charlie, but the limitation isn't Coda's fault. It's one of the MIDI conventions set in stone years before Finale came out. If anything, Coda has made the absolute maximum use of this rather primitive system where you may have any number of output banks, but -- to follow the MIDI conventions -- each is numbered 1 through 16. It might help if you think of them as A-1, B-12, C-5 etc.
