No, I'm afraid that's the issue.. There are two distinct parts in one piece.
The first section is 3 part (soloists) with piano accompaniment. The second
section is 4 part unaccompanied chorus with a separate tenor solo. I think I'll just have to write it for 3 soliosts, chorus, piano and tenor solo and later optimize it. I was just hoping there was another way. Actually, I do a lot of this stuff myself. I've had to write my own arrangements for over 20 years. This issue is just unique.

Probably your best option. You can manipulate Finale in several ways as you already know. Why not create a new document,
paste all the parts in, and then optimize? Could save time on key punch! I always look at it as a matter of time - can I create
this in an hour or two, or spend several days trying to find a quick fix.
