Adding a staff and optimizing is the only answer I know of. You can add a staff anywhere you want to in scroll view by clicking the staff below where you want the new staff inserted. Add your divisi parts to the added staves as needed before you optimize. You can then use the mass mover and/or page layout tool in page view to lock the divisi bars into systems that include the only the divisi parts. The other systems will not include the unused staves if you leave them blank.

If you need to have only one measure in the middle of a system to be divided and you do not want to see the bars on either side of it, use Staff Styles or Masks to hide the extra bars. (Lookup Cutaway Scores and Masks in the online docs for more info.)
