Use the mass mover tool>fit music to lock 2 bars per system and do not apply any music spacing will get you as close to equal length as you can get (I think) without manually adjusting the barlines. If you put the barline in the *precise* middle of each system, though, the second meausre will look bigger because it will not have a clef sign in it. The first measure of the first system also needs more space to accommodate the meter signature.

Just out of idle curiosity, why do you want students to see every bar the same length? That is rarely the case with published music unless every measure contains the same pattern of notes.
