I've always specified directly what I want put into my computer whenever I ordered. My current system (in which Finale works like a dream) has an AMD Athlon 1200 processor, a 64 meg video card, a fairly low end but decent sound card (althought that is my next upgrade- you can get a good one for about 50-60 bucks). This system was built by Gateway and works fairly well-

Your main concerns in Finale though- should be RAM- (at least 128 megs for smooth sailing) sound card, and processor.

Finale can be very jealous of RAM esp when you start adding all those multiple staves/voicings and pieces get very long. So max that out if you can.

Good luck.
