Kate,Whereas upward stems normally are on the right side of the notehead, downward stems are normally on the other (left) side of the notehead. If I understand you correctly, you want the downward stems on the wrong side.
You want the downward stems to be "unbeamed". I suppose that you mean "flagged".
You want the downward stems to be shorter. Normally, shorter stems are not a matter of stem direction; both upward and downward stems can be shorter. Shorter stems are normally used in cases when an upward stem is on a high note or a downward stem is on a low note.
Creating the standard upward stems is no problem. Just enter the notes in Layer 1.
To get the downward stems:
Use the Mass Mover Tool to copy the notes to Layer 2.
Switch to Layer 2.
Replace the noteheads in Layer 2 with a space character. You can do it with the Note Shape Tool in the Special Tools Tool (slow method). Or you can turn on "Show Active Layer Only" in the View menu and change all the noteheads at once with the Mass Mover Tool (fast method).
To move the (blank notes with the) unbeamed stems, turn on "Avoid collision of Unisons" in
Options menu > Document Settings > Music Spacing Options
and apply Music Spacing on the region.
Unbeam the notes with the Speedy Entry Tool. It is done with the / key.
To get the shorter stems, use the Special Tools Tool.

PS I am curious: What is the idea with this, nonstandard notation?
