As I mentioned in the other area, I think you should start by trying to remove the optimization if the music is optimized. It could also be that you have staves overlapping eachother. In this case, select your Staff Tool, go to the Staff menu and choose Sort Staves. Then go to the Staff menu again and choose Respace Staves.

If you'd like to move measures from one system to another, just highlight the measure(s) with the Mass Mover Tool and press the up or down arrow (depending on which way you want to move the measures). Additionally, you could highlight all of the measures and go to the Mass Mover menu to select Fit Music where you could specify the number of measures you want on a line.
