I suppose that you are using tablature notation.

1. Guitar fretboards can be created with the Chord Tool, which has a Fretboard Editor.

2. "how do I move fingerings farther up the neck than 1st position?"
You probably mean fret numbers, not finger numbers. To get the same pitch on a lower string, use the Note Mover Tool. From the Note Mover menu, choose Delete after Merge. Click the string, and handles appear on all notes in the measure. Now you can drag the note to a lower string. If you need to move several notes to the same string, Shift-click the handles, and you can move all the notes at the same time.

3. "how do I add suggested fingerings?"
I am not sure what you mean. Do you still mean fret numbers, not finger numbers? And how should these "suggested fingerings" appear? In parenthesis? Above or below the tab staves? Or? Please explain.
