For the "long phrases of text that occur on one note of chant" you could try a measure assigned text block. If you are in Scroll View when you create the text block, it will automatically be measure assigned. In the Lyrics Tool you can see, which font is used for lyrics, and the position of the lyrics baseline.

For hiding time signatures:
Staff Tool. Double-click the staff. The Staff Attributes dialog box appears. In the "Items to Display" pane uncheck "Time Signatures".
If you need to have time signatures displayed in some measures, and hidden in other measures of the same staff, use staff styles.
