Sorry, but it is simply not possible to create a document in NotePad that can be opened and read in Finale 2000.

The reason for this is that NotePad is a baby-version of Finale 2001, and Finale is not backward compatible.

If, however, you upgrade from NotePad to one of the bigger siblings (PrintMusic! - Allegro - Finale), you have two options for backward transfer: Export as MIDI-file and export as ETF-file. NotePad does not have these export options. Be aware that some details in the layout may get lost when you export, but at least you will get the note entries transferred
