Drag-copying respects the staf list settings for your expressions.
Drag-copying can be done without dragging:
1. Select the measures.
2. Navigate to the first measure in the area where you want to insert the measures WITHOUT deselecting the measures.
3. Hold down the secret modifier key combination (Windows: Shift-Ctrl ; Macintosh: Shift-Option), and click the first measure in the insertion area.
You can copy several staves in one go.

To understand how the trick works, try this:
a. Create a staff with 3 staves.
b. Enter music in measure 1 and 2 of staff 1 and staff 2. Attach an expression to measure 1. Set the expression's staff list to display in staff 1 of the score, but not in staff 2 and 3.
c. Switch to Mass Mover Tool. Select the 4 measures with music.
d. Hold down the secret modifier key combination, and click in the beginning of measure 3 of staff 2.
You will now have a copy of the music in measure 3 and 4 of staff 2 and staff 3. And the expression is displayed in measure 3 of staff 1.
