The diddle slashes can be entered as articulations. If you create a new document from the Default Document, you will find that the articulation library already contains the slashes. If you don't like these slashes, you can edit them or create your own slashes. To enter a slash:
1. Switch to Articulation Tool.
2. Click the note. The Articulation Selection dialog box appears. Observe that some of the articulations appear doubled (e. g. the fermata). This is because there are two symbols: One symbol for upstem notes, and one for downstem notes. This is also the case for the slashes. You may have to click the scroll bar in the dialog box before you can see the area with the slashes.
3. Double-click your slash articulation. The Articulation Selection dialog box disappears, and you return to the score where you will see that the note's stem is "slashed".

If you do this a lot, you may like to speed up the work by using an articulation metatool or by selecting many notes at once.

B:
You want to be unable to enter notes on other lines than the center line? I don't think that Finale has a such feature. Why not simply enter the notes on the center line? That is not hard to do if you enter the notes with the Speedy Entry Tool instead of the Simple Entry Tool.
