You can do almost anything in Finale if you can figure out how. The documentation is less than adequate and always has been.

The easiest way to create a short measure[s], such as 2 beats in a section which is 4/4, by changing the meter to 2/4 and using the alternate notation option so that it still prints as 4/4.
