I forgot to mention that using a larger font for time signatures makes it necessary to adjust the vertical position of the "numerator" and the "denominator" (top symbol & bottom symbol). If you use the Maestro font for a time signature size of 96 points, you should move the top symbol 18 points up, and the bottom symbol 18 points down. This is done in
Options menu > Document Settings > Time Signature Options...
In the Time Signature Options dialog box set the vertical adjustment to 18 points for the Top Symbol, and -18 points for the Bottom Symbol.
Here is the general formula:
When the time signature size is x points, the size of the necessary vertical adjustment is (x/4 - 6) points.

You want an off-staff time signature. Since this problems calls for some power user tricks, I have some questions to ask:

1. Do you want a horizontal "fraction line" between the "numerator" and the "denominator"?
2. Do you want the oversized time signature to appear only above the system, or do you also want time signatures elsewhere (between the staves, below the system)?
3. If you also want time signatures between the staves: Do you want all the time signatures to be of the same size?
4. How many times does the time signature change through the score (never, a few times, a lot of times)?
