Mass Mover Tool; select the measure where you want the marking to appear. Then click on Plugins, then Create Tempo Marking, and fill in the parameters you want; click OK.
You didn't state what version of Finale you're using, but this plugin has been around since at least Finale 2000 (probably earlier).
