Are you sure Finale is sporatic with this?

Finale is designed to do what you've described as a time saver. The option can be turned on or off easily.

In Simple entry, the option is under the "Simple" menu; in Speedy entry, the option is under "Speedy options..." under the "Speedy" menu.

This feature is not specific to any time signature.

I cannot find a way to turn this feature on or off other than through the menu. (In other words, there's no keyboard shortcut - that I know of - that you might have accidentally engaged to turn this feature on & off, thereby making Finale appear to fill partial measures with rests only occasionally.)
