By "page ten of Chapter 28" do you mean cross staff notes (Finale 2002 & 2003 manual)?

The instructions are fairly direct there, so it may be that you mean something else. Here's a summary, though.

Select the Note Mover tool, then click in the measure that contains the notes you want to move into an adjacent staff (above or below). Handles will appear on all of the notes. Shift-click the notes you want to move. Once you've done that, then release the shift key, and drag one of the selected handles to the adjacent staff. This should move all of the selected notes to that staff as well.

This is very useful, for example, in piano music where either the left or right hand's music moves beyond the reasonable range of that hand's staff, creating notes that would look better in the other clef.
