This needs to be taken care of with the measure tool. The left side of staves must almost always have a line.

Measure tool: left barline: invisible

Does this do the trick?

Tab key does not advance to next control in dialog boxes in Finale 2010. It used to do so. Bug or feature? For me, bug.

Both of those things are possible in finale now. The method depends on exactly what you are trying to accomplish.
