Thanks, but why is that obvious? Just wanted to emphasize that neither the shift key nor the chosen letter key are part of the problem. Obviously, the CTRL key is the problem. Using a hotkey without CTRL will make it work.

I've assigned SHIFT+CTRL+T to select the Staff tool with the TG Tools-->Menu Shortcuts plugin. When I use the shortcut, it does select the Staff tool but it also brings up the New Blank Staves window. I've tried changing the shortcut to SHIFT+CTRL+J and it does the same thing.

Is this a bug?

Just one more bump in case anyone else has any advice...

Thanks HaraldS, Finale saves all of my other preferences just fine, including customizations to other palettes. It seems to be an issue with the Simple Entry palette specifically.
